Leslie is a former Teton County Commissioner. She served on the board of the Wyoming Water Development Commission for eight years. She was Governor Herschler’s Legislative Liaison, and ran for Governor of Wyoming in 2010. She has chaired the Wyoming Outdoor Council, the Jackson Hole Conservation Alliance, and the Wyoming Democratic Party. She graduated from Dubois High School in a class of five and attended the University of Wyoming. Leslie has lived in Jackson for 40 years. She serves on the Comission n Judicial Conduct & Ethics. She enjoys golfing, hiking, biking, skiing, gardening reading and cooking. She is married to Hank Phibbs and has two sons.
Leslie has been a Director of St. John’s Health Foundation since January 2015.
